Dr. Coulter holds degrees in sociology from the University of Canterbury (B.A., M.A. Honors) and the London School of Economics & Political Science (Ph.D.). During 1991 Dr. Coulter was a Pew Fellow at the RAND/University of California at Los Angeles, Center for Health Policy Study from which he received a Certificate in Health Policy Analysis. Additional qualifications include a Diploma in Educational Management from the Institute of Educational Management, Harvard University.  Dr. Coulter has taught in Universities in New Zealand, Canada, Australia and the United States.

From 1992 to 1995 Dr. Coulter was the Director of the UCLA/Drew University Minority Oral Health Research Center. In July of 1996 he was appointed as a full Professor in the School of Dentistry, UCLA, in the Division of Public Health and Community Dentistry (previously Section of Public Health Dentistry) a position he currently holds. He also currently holds the positions of Health Consultant, RAND; and Research Professor at the Southern California University of Health Sciences (formerly Los Angeles College of Chiropractic).  The University of California President appointed him as Director of the Australia Study Center, University of California Education Abroad Program from 2003 to 2005.

Research/Creative Activities

Dr. Coulter is a sociologist with over 20 years experience in conducting health services research. He has been involved in several projects in the appropriateness of care at RAND where he is a Health Consultant. He directed the field work of the chiropractic study of the appropriateness of manipulation for low back pain. He has conducted two expert panels on appropriateness in dentistry. Dr. Coulter was the PI for the Evidenced Based Practice Center for Complementary and Alternative Medicine at RAND and for the ADA funded project on dental plans. He also holds a grant from NCCAM to conduct a case study of Integrative Medicine. Dr. Coulter is an experienced research administrator and was the Director for UCLA/Drew University Center for Minority Oral Health. He served as one of the expert panelists on the NIH Consensus Conference on the Diagnosis and Management of Caries
